I had the same problem and the resolution was much simpler. Click "Tools" and then "Internet Options". Go to the "Advanced" tab and enable "Use passive FTP".

I have tried all of the options below, and others, and WS_FTP (as well as other softwares I sometime use for ftp-ing) still does not work...

This FTP-problem has to do with windows XP SP2

I have found a solution. Reset the Windows Firewall to his original settings. Don't add ports or anything. All boxes must be empty.
Then turn windows firewall "OFF" and FTP works again.

I am replying to this topic. I was wondering where you go to reset the windows firewall to the original settings with out adding any ports or anything. Where do you go to turn the firewall off?? I have windows 98.

FWIW, I found that shutting off Zone Alarm while using WS_FTP did the trick.

If and I did say "if" Windows Firewall is at fault follow this path....

Start > Control Panel > Windows Firewall > Exceptions > Add Port (fill in Name=FTP, port #21) > OK > OK

In Norton Firewall follow this Path....

open Norton Firewall > Personel Firewall > Configure > Programs , wait for it to load, then in the list look for "wsftpgui.exe" if it is there under the heading "internet access" should be "permit all" (you can click this to change it) if it is not there do a "program scan"

Why you should only use one firewall....If you have more than one firewall installed on your computer, you should not have both firewalls turned on at the same time. Two firewalls turned on at the same time can cause compatibility problems that result in some programs not working correctly.

To help protect your computer against viruses and other security threats, you should always have one firewall installed and turned on. Windows includes a firewall that is turned on by default. (However, some computer manufacturers and network administrators might turn it off.) If you want to install and run a second firewall, turn off Windows Firewall.

...from the FTP Help...
The 425 error means that the data channel is blocked or closed between you and the server you are trying to connect to.

For Active connections open ports 20 and 21
For Passive connections open ports 21 and 1024+ (and higher)

... also go into the Norton Firewall and check to see if WS FTP Pro is allowed to access the internet....

have you recently installed the new SP2 for XP because this has caused some problems due to the new Windows Firewall...

I am fairly sure this issue is 'firewall' (due to all the symptoms explained) caused please, check your firewalls...

Yes, I have done this and it did not help. I am getting an error message now stating "425 Cannot open data connection"

Have you set the "passive" mode ??? ... if it is on then turn it off and vice versa.....

I get an error message saying "500 Invalid PORT command". I have Norton firewall on and XP firewall off. I am sure there is something in the way the firewall is configured or some other conflict, but I cannot figure it out. Any help would be great.

When you say it doesn't work, what exactly is happening?

Are you having trouble getting WS_FTP to start? Or connecting to a site? Or transfering a file?

Do you receive any error messages?

My WS_FTP program no longer works. I am using Windows XP Home Edition and cannot connect. I have turned firewalls off with no success. I do not have a router...am using a DSL modem straight into computer network card. Can anyone help solve this problem?
